SO CITIES are growing, jobs need to be found, schools built, sewers dug, but urbanisation has its sunnier side. Cosmopolitan youth in many African cities are using technology to draw more deeply on their own and other cultures. At the same time, increased religiosity and a more sober approach to democracy is filtering in. Youth are able to circulate many messages over Facebook and Twitter before permanent secretaries in African ministries can get around to killing a story. That is making it harder for the old elite to exercise control over public opinion.
